can jedi's fall in love. or is it completely forbidden?
so if love is not forbidden. The only thing that is forbidden is attachment.

does that mean they can fall in love but should not be attached to someone?

It's forbidden for a jedi to fall in love or get married in the old jedi order, but Luke Skywalker got rid of that rule in the new jedi order. He married to Mara Jade. It's forbidden because it'll affect your emotions. See what happened to Anakin Skywalker?
Palpatine knew that Anakin was afraid that his wife, Padme would die during child birth, then Palpatine turned him into the dark side by tricking him to think that that's the only way to save her. In the end, it was Anakin's fault that made Padme lost her will to live. Anakin was then turned into Darth Vader. Darth Vader's love towards Luke made him turn sides again by betraying Palpatine in order to save Luke.
In the later days of the Old Republic, the Jedi were forbidden to marry because it was considered a dangerous attachment which might lead to the Dark Side. However, after the fall of the Empire when Luke Skywalker revived the order, it appears that he lifted the ban on marriage.
Fear is the path to the dark side. Fear leads to anger, anger leads to hate, hate leads to suffering. Anakin fears for the safety of his love ones.
