How is making it a difficult, expensive, time consuming process to fire incompetent teachers 'for the children'?

"It is almost impossible to fire them. In New York City in 2008, three out of 30,000 tenured teachers were dismissed for cause."

Update:

Newell, do you pull ALL your stats out of your butt?

Update 2:

Apparently there are some nutjobs here who believe that only three out of 30,000 is incompetent.

Update 3:

newell, you can shout all you like, you still don't want to admit the fact that incompetent teachers are being inflicted on our kids. There are far more than 3 in 30,000 that are incompetent, is this too hard for you to grasp?

Your point is well taken. This is the legacy of labor unions, to protect the incompetent teacher at the expense of the student. How sad is that ? So many teachers fail to do their job and do nothing to beef up their skills, because the union will protect them from discipline or dismissal.

This alone takes the wind out of labors sails. How much dumber can we get, if we continue to let unions dictate the rules governing reasonable teaching skills. Tenure must go !

It isn't. It's handicapping the children and clinging to incompetent teachers is likely why we rank as far down as we do on the global education list.

Unions primary directive is to protect incompetence at all cost

    It's not.

Just like it's not doing the kid any good to completely blame the teacher for their failure when the student does not pay attention or do any work in class and the parent(s) don't discipline their kid and make sure they do their work/homework.

It protects teachers from parental retaliation or intimidation. You don't think teachers would get threatened with their jobs?
