You can change the keyboard settings on your computer to type in Spanish. You go to Start, My Computer, Control Panel, Regional and Language Settings. Click on the Languages tab and click Details... under Text Services and Input Languages. On the Settings tab under Text Services and Input Languages, you will see a drop down menu with an arrow. Click the arrow and add the Spanish you want to type in. There are several listed. In terms of having your operating system be in Spanish, you would need to have a Spanish-language version of your Windows OS installed on your PC. For unlimited and free video chat, Skype would be the best. I have also used Yahoo and while it works ok, it's not the greatest. I have also found that Google Talk works for free and unlimited video and voice chat.
