John le Carre’s George Smiley & other early stuff - Tinker Tailor .... etc. is very good - not a lot of action but very detailed with excellent characters.

Len Deighton Berlin Game etc, and Spy Hook/Line Sinker trilogy. gripping stuff and keeps you trying to work out what's going on.
Gerald Seymour, not always spy books but often about 'dark' operatives. The Glory Boys and Harry's Game are pretty good.
John Le Carre is pretty good too.

Anthony Horowitz with the Alex Rider series. Cannot recommend this series of book more highly.
