Why didn't Rowdy Roddy Piper have a Scottish accent?

Because he's Canadian. He Scottish thing was just his gimmick but I think it derives from his parents/grandparents being of Scottish decent.

He did speak with a scottish accent, just not a strong accent because he was born in Canada and only moved to scotland when he was around 5 years old, spent nearly 10 tears there before he moved elsewhere and eventually to America where he became a legend.
It does have an element of scottish in his accent, but not as strong as someone who fully grew up in Scotland.
Drew spent most of his childhood growing up in Scotland which is why his accent is stronger.
