Your client is right when he stressed on the importance of a wireframe. A wireframe is nothing but a sketch of the various components that would be part of the website. An example of a wireframe: take a pencil and paper and draw a web page showing where the tabs, buy now buttons etc will be placed. Wireframes do not consist of any graphics or colors; they are in black and white. You can either do it with a simple tool like paint or ms word or use some sophisticated wireframe software (google for 'wireframe software' and you will find lots of tools). A wireframe allows you to have a brainstorming on the desing components and make changes before you actually start designing with photoshop or any other similar tools.
