    Because it is easy to Get to guns in smaller communities around them. Or in other big cities.

    You could not seriously restrict guns in Berlin only and expect that gun violence goes down if you can buy a gun in Hamburg.

    Likewise, you cannot restrict it in a city only, you need to go nationwide.

    This is why we have less gun violence in Europe.

    America has a huge black market in guns, which is virtually unchecked. Any gun ban is pointless when you can buy a gun at a flea market for $50.
