Web graphics are the images you put on a website, the phrase you are looking for is web design.
There are loads of ways to design a website. You can start with some simple sketches or you can use a graphics program. Some graphics programs are web enabled meaning you can create the design and it will slice the image up to make creating the website a little easier. Personally I don't use them as I don't like the HTML most produce.
You can look at other websites and take ideas from them - the general layout or something specific like the menu system. If you're not up to coding your own from the ideas they've given you then you can always look them up, for example "horizontal dropdown html menu" in a search engine.
There are also millions of templates available you can use - many for free. http://www.google.com/search?q=html+template
To do any of this you're going to need a HTML editor. There are some good free ones around.

It's worth spending some time getting the design and template right.

The programs I use are Kompozer, Coffeecup and Notepad for web authoring.
Notebook you already have and Kompozer and Coffeecup are both free downloads.
Kompozer is the easiest to use because it is a "WYSIWYG" (what you see is what you get) HTML, CSS and java script webpage authoring program. Kompozer does everything except it does not suppor "frames" very well. For framesets I use Coffeecup (the free HTML editor).

My advice is to first make a design on drawing or notebook paper to get an idea what it is you are trying to do. Once you have decided on the design use Kompozer to duplicate it on screen.
Kompozer is very similar to a publishing program in use but it writes all the code for the page.
After your page is finished save the page and any images to a new folder (I make a folder on the desktop and put everything into that folder). Your first page is named " index.html ".
Everything else is linked to that page.
To test your website open the new folder and click on your " index.html " file and it should open up in your browser. Once your site is complete (in the desktop folder) all the files can be uploaded to your online site. Once you do that it is online for the world to see.
To upload you will need an FTP client ( I use Core FTP Lite or Filezilla) and the address, your username and password. This information you will get from your web host.
