Bush " Fool Me once Quote" What does it mean?

The quote he said was " Fool me once, shame, shame on you..... It fooled me you can't get fooled again". We know the Real quote, But My question is first of all why would he try to quote a quote he doesn't know. Secondly, what does it mean? In his version? Fool me once, shame, shame on you I understand . But what does " IT " mean? He says " It fooled me you can't get fooled again". How does that make anysense?

    I don't think he knows what he was trying to say. You can look up dozens of Bush mis-quotes online, many of them are classic. He often got lost in his own self importance between the smirks...
