It may be Pearly Penile Papula (sp?) and is normal and harmless. Google that term and you will get lots of Information.

If the glans hurts to touch, it might be that you have just started to retract the foreskin and expose the glans. That tells me the foreskin has been doing its job of keeping the glans sheathed, protected, and moist and sensitive all your life. Now that you are retracting, it is hyper sensitive.
Not a problem. Start out in the shower and retract the skin. Let the warm shower spray onto the exposed glans. Shield it with your hands if need be. After a week of being able to withstand the shower spray, begin to touch the exposed glans with wet fingers,....in another week, begin to rub the exposed glans with wet fingers.
In about three weeks, the hyper sensitivity will turn to pleasure and them you are set for life.
