How do you legally catch a street drug dealer if Terry/Plain feel usually work against the police?
If a police officers witnesses a deal, do they automatically have probable cause or just reasonable suspicion since a simple glimpse, could not reveal what was actually sold/exhanged for money?
It seems as though Terry and the Plain feel doctrine, they're extremely in favor of the suspect and unless the hidden drugs could resemble a weapon.
So how do you get probable cause on these dealers, so you can quickly take them down, have the all evidence admissible, assuming they don't want to use an informant?
Suppose the officer has reasonable suspicion after a sale, are they still limited to the Terry Stop rules (quick outer layer non invasive search) or does Terry not apply if they directly view a sale?
