If you are VFR rated can you fly below thick clouds that are at 20,000 feet?

    Yes. But you are required to have a Mode C transponder (altitude reporting and I strongly recommend you get traffic from ATC (air traffic control)

    Sure, you must have 1,000 ft vertical separation with 1 mi visibility. [See source.]
