I'm flying for the first time and I have a question(Delta Airlines)?
My dad says I can have my carry on(That I put in the top) and then my laptop bag(That I sit in my lap). Has anyone else ever done this? My carry on is book bag sized. I really need help.

Totally fine. You're allowed one carry on (to be stored in an overhead bin) and one personal item (to be stored under the seat in front of you.
You'll be able to put your carry on in the overhead bin, but you won't be able to access during the flight. You can put your laptop bag under the seat and you'll be free to grab anything from there once you're in the air.
Good luck, and have fun flying!

That is fine, but you can't have any bag on your lap during takeoff and landing. It must be under the seat in front of you or in the overhead bin.
