0's can occur only for the 2nd & 3rd digits

P[# chosen has at least one 0]

    = P[zero as 2nd digit] + P[zero as 3rd digit] - P[zero both digits]

    = 1/10 + 1/10 - 1/10*1/10

    = 19/100
