What is sway in call of duty?

I always hear commentators talk about guns with sway and idle sway something like that, what does that mean?

Sway is when your not holding your breath to keep the cross hairs still on a sniper. The cross hair sight moves around, goes in tiny circles, and can be a little annoying. It's not to bad for the most part to me. Some guns have annoyingly too much sway, where in some others, it's more still and controlled.

    That's about it.

    Steady ground.

What snipers do when you are looking down the sights but not holding your breath.

A few other guns do it as well.
