    Clarified duel citizenship by making all individuals born in the United States or subject to its jurisdiction citizens of both the nation and of the state in which they resided; it abolished the 'three-fifths' clause, which had counted a slave as three-fifths of a person for both taxation and representation; and it declared the confederacy's debts illegal and void and made former Federal or state officials who had served the Confederacy for federal or state office--though Congress could remove this disability by a two thirds vote of both Houses.
