    No, it would not be a Hollywood movie, but it could win an oscar for best foreign film.

    Yes, it would be considered for an Oscar. Any English language movie is considered for Best Picture. (Movies filmed in another language can qualify for "Best Foreign Language Film".)

    Many British films have won the "Best Picture" Oscar, starting with "Hamlet" in 1948, and including "Chariots of Fire", "Lawrence of Arabia" and "Bridge on the River Kwai".
