Are banks required to report to the credit bureau?

My wife and I are looking at buying a new construction home. The builder recommended a mortgage company to go through. We applied to see how much we would be approved for and when they got back to us they said when have no history of making mortgage payments. We have owned our house for 2 1/2 years. We applied to see how much we would be approved for and when they got back to us they said when have no history of making mortgage payments. We have owned our house for 2 1/2 years. I have good credit and my wife has below average credit. I would think her credit score would be a lot better had all of these payments been reported. So, are banks required to do this? Will they be able to report the past 2 1/2 years of payments? If so, will our scores jump up right away? We have made all on time payments. Thanks.
