What is causing the heating element to stay on even if thermostat is in off position?

I have replaced the heat sequencer in furnace and thermostat on wall.

    The relay that controls the element is probably shorted/stuck in the closed position. If you remove the "signal" wire from the relay and the element is still getting power, it's the relay. If removing the signal wire shuts off the power, it's a problem back towards the control board or thermostat. Could be a shorted wire from the t-stat, but it's not likely.
