It hides ur IP Address and hence no one can track u. It does decrease ur download rate drastically, but then its a safe way to download whatever u want. Forced is kept on by many seeders so u shudnt have a problem

It encrypts the traffic going out of your computer so that your ISP can't tell that you're sharing files. If you set it to "forced" it will only allow other people to connect who are also using encryption. It is best to set it to forced.
