Is it possible to change the size of a drawn circle in Excel when you change the data in a cell?

Yes, via VBA. It will require you to write a macro that listens to any changes in the worksheet and when this cell changes, update th circle width and height.

A much easier way would be to use a bubble chart and lose all the axes if you want just the circle.
