Explain why Florida Law seemed to favor Al Gore, while Federal Law seemed to favor George Bush?

The Florida Supreme Court ordered a statewide recount and the popular thinking at the time was that Gore would come out on top. The U.S. Supreme Court rejected the request to extend the December 12th deadline for a winner to be declared (it was, after all, a federal election and there are dates where the election has to called for the transference of administrations) and the state had to go with the current vote count which favored Bush, hanging chads and all.
In the end -- independent groups did the recount on their own time and dime and Bush actually had more votes than Gore in Florida.

Florida law allowed a recount . Federal law with the help of the not - so - supreme court ended that recount . Bush was ahead at the time it ended .
