Uhhh, well yes, I do have a better story because:
A) It seems that the "Tattoo Artist," in question was unlicensed, untrained and unprofessional.
B) The client obviously did not sign a waiver / consent form allowing said "Tattoo Artist," to tattoo him / her
C) This "Tattoo Artist," was obviously not held under Liability Insurance to prevent his or her persons from being sued / charged and held liable for any damage or ill-treatment
D) You have even stated that "The victim also alleged he was punched and thrown out of the house following the tattooing." - Emphasis on the HOUSE part! Therefore, it is apparent that this "Tattoo Artist," was operating from an illegal unlicensed premises, which was dangerous and neither safe nor hygienic. This was the clients' fault for venturing into an agreement in such a situation and trusting someone he obviously shouldn't have.
ALL OF THE ABOVE DOES NOT APPLY TO LICENSED, PROFESSIONAL TATTOO ARTISTS SUCH AS MYSELF AND THE OTHER TATTOO ARTISTS WHO REPRESENT THEMSELVES ON THIS SITE AND IN THE INDUSTRY
It is the artist's prerogative to represent him / herself properly and perform the ART of tattooing safely, professionally and hygienically and it is the client's prerogative to allow said artist to tattoo him or herself.
For people who do not check credentials or ask to view portfolios and just dive head first into needle to skin contact, I have no sympathy of the outcome or their resulting condition! You should ALWAYS research your tattoo artist, his / her portfolios, credentials, licenses, studio and certification before commencing with any tattoo or body piercing.
I carry myself and my career in the highest conduct. I am fully trained, licensed and held under Liability Insurance. I will tattoo NO minors who're under the age of 18 (It is illegal in my country anyway) and I fully consult my clients before tattooing them. They a\re 100% certain of what they want and how they want it. I have NEVER had a complaint, unsatisfactory outcome or disagreement with any client. They return time and time again.
For those of us who take pride in our careers, we have nothing to fear and this ridiculous situation would never become a reality for one of us.
The only people who end up like this so called "Tattoo Artists," are what we call SCRATCHERS!!!
