Can a touchdown be awarded on offsetting penalties?

A ball is thrown to a receiver in the endzone and the catch is made. He is called for Offensive Pass Interference, but the defender is called for Illegal Contact. Do they do the play over, or since the receiver caught the ball do they award him a touchdown?

    They'd replay the down. They can't award the touchdown because of the receiver causing interference.

    No, as the team who was scored on will not decline the penalty and the down will have to be replayed.
