Equal here is adjective.
We are born equal = We are equal when we were born.
Other examples: He is born fat (adj). She looks beautiful (adj).

The adverb of equal is 'equally'. For 'We are born equally', it would mean some other thing. Let me see, it may be interpreted as that two babies were born in the same class of hospital receiving the same level of medical care in the labour room. 我們平等地出生, 不是生而平等.
