does water float on diesel fuel or fuel float on water?
Does water come to top in pan of diesel fuel? Or does the reverse happen.

The fuel will float on top of the water and what they are trying to say is there is whats called a water fuel separator that is in line with the fuel line. This needs to be drained every so often, all this fancy SEPARATOR does is it creates a void in the fuel line so that any water in the fuel system will fall to the bottom and be trapped, since it is the denser liquid and the fuel continues on to the fuel delivery system. The specific gravity of water is 1 and the specific gravity of fuel oil is 0.864 +- so the lesser SG will be lighter and therefore 'float'
Diesel will float on top of water (fresh or salt). there should be a drain at the base of a fuel tank to remove the water from the tank, and fuel will make water from the condensation because of the different properties and temperatures.
Fuel filter units will also normally have a drain to remove water content
