    Lord Palmerston (Henry John Temple). According to wikipedia, he actually said:

    "Therefore I say that it is a narrow policy to suppose that this country or that is to be marked out as the eternal ally or the perpetual enemy of England.     Well the Americans and the people of Iraq know the difference.....at one time America backed Iraq against Iran during their war......and look what happened to Iraq. No wonder Irans goverment wants the bomb. If you can do what you did to an old friend...... Iran had better watch its back.
