Child Endangerment Research -- Have questions?

I am writing a paper and have a scenario I need advice on from a cop or lawyer familiar with Idaho and Oregon laws. If a mother in generally good mental health left her child at a stop during a road trip across state, at what point might she be arrested for child endangerment? If the child was left in Oregon but the discovery was made in another state, which state's laws would apply?

    The state of exclusive jurisdiction would try her. (State where child was left at unattended / Abandonment)

    She would be sought and arrested for abandonment by other authorities.

    generally Good mental health would then be brought into question or rational of abandoning the child by the mother as to WHY>
