Each department head has the title of Secretary,

    有 it 是正確,而且是這裡要表達的意思。

    沒有 it,英文也是正確,但不是這裡要表達的意思。

    來「還原」第一句(有 it)和第二句(沒有 it),請細細思考兩句意思的差異。

    All of the secretaries together form the Cabinet. It is the Cabinet's job to advise the President.

    =All of the secretaries together form the Cabinet, and it is the Cabinet's job to advise the President.

    所有部長全體形成內閣,(而)為總統提供諮詢是內閣的職務。

    注意到了嗎,有 it 時,說明 to advise the President 是內閣的職務,但並非說內閣職務只有來 advise the President.

    is 後面要有一個受詞.

    Whose job is"it" to advise the President? 才對.

    Whose job it is to advise the President? 問句型式 is 應在 it 前面,.

    Yes, the sentence is wrong, so I'd assume that you know the reason for it.

    You are right. It should be "whose job is to advise the President."
