I don't have an answer to your question, but "to whom is he married to" is redundant. It's "to whom is he married" or "who is he married to," but "to whom is he married to" indicates that you're trying to sound smart by using a fancily constructed sentence, but don't know how. "To whom is he married to" is like saying "who is he married to to" or "to to whom is he married." Just thought I'd let you know.
