If the file is located in somewhere like C:\System Volume Information|_restore.... turn off system restore and restart. turn system restore back on, this will delete all your previous restore points so make a new one as soon as you have ensured the file/s are gone.
Turn System Restore off. Click Start, right-click My Computer, and then click Properties.
In the System Properties dialog box, click the System Restore tab.
Click to select the Turn off System Restore check box. Or, click to select the Turn off System Restore on all drives check box. Click OK.
Click Yes to confirm that you want to turn off System Restore.
Turn System Restore off. Click Start, right-click Computer, and then click Properties.
Click System Protection, click Configure, turn off system protection.
Reverse instructions to turn on.
Or simply try a restart!
