is the risk of ESD greater or less in high humidity?

For an ESD, you have to build up a substantial voltage difference between two points. As humidity builds up the ability to build up substantial voltage difference goes down - and from this viewpoint so does the ESD risk.
However, the higher humidity reduces voltage build up by conducting through moist air - which in itself is a discharge.
Always use prudent grounding when working with ESD sensitive material regardless of humidity.
