    Same as it would cost to run them deployed or training anywhere else. So, no cost differential.

    It could possibly cost less. They have a small, specific area to patrol. They will use less fuel, as they will be cruising slowly.

    Venezuela has bitter crude. That is to say, it is full of sulphur.

    Only the US is capable of refining that sludge in a practical way.

    What is Hugo going to do with that oil? Drink it?
