How do you know when to use 'de', 'à' or just the infinitve verb when you have 2 verbs together in french?

I mean in a french sentence.

For example, in this question 'Comment savez-vous quand des utiliser?' but I'm not sure if it is correct to use 'de' in this instance.. When we conjugate the first verb, can you use 'de' or 'to' in front of the second verb or use nothing and just use the infinitive of the verb. So how do you know which to use?

Currently, I just guess.
