Are the Judges on t.v. in Federal or state court?

One judge asked the two opposing parties what jurisdiction they were in, which to me implied that they were not in the same jurisdiction as the Judge's court, yet they were both from the same jurisdiction...so I was confused.

    The TV judges (Judy Scheindlin & Joe Brown) are filmed "on location" in Burbank CA.

    The litigants, who come from around the country, agree to binding arbitration per the laws of their resident state (eg, if they come from Wisconsin, Judge Judy applies Wisconsin law to their case.)

    Neither. The judges on TV are not actual sitting judges and their verdicts have no force of law. The parties in each case have agreed to abide by the decision of the judge in a written contract, which can be enforced. The persons playing the judge on TV may be retired judges but in some cases do not even have legal experience.
