as they said, it depends on your lifestyle and consumption.
Average would be:
grocery and food - SR 500 per week (depends on your consumption)
electricity - SR 200 max per month (with 2 A/C and ref)
phone/ internet DSL - SR 300 max (for 4 Mbps speed)
fuel - SR 0.60 per liter for 95 gas (depends on your consumption)
SR 0.45 per liter for 91 gas

Grocery and food ---1000 sr minimum
electricity = minimum 50 SR, phone = 200 sr approx and internet bills = 200 sr approx
fuel for car transportation = fuel cost 50 hallas per litre so its cheapst in the world..

All depends on your lifestyle, and how much you spend.
Look at rent, elect bills, phone bills, transportation (cabs or you own a car), groceries, and misc. expenses.
I know a few guys who live comfortably on a salary of $4,000, but it all depends on how you live and how much your salary is.
Good luck in Khobar and watch out from the heat in the summer cuz it's HOT ! winters are really cold too.
P.S: Living in Dammam would be less expensive than Khobar

this all depends on your lifestyle and your culture..
I know east asian (indian and there abouts) folks can live on much less than the average middle class saudi couple would...
if you are a meager person with meager lifestyle practices, you can manage probably on 5000sr a month easily...
