I cough around a friend of mine because he smokes and it makes me cough. Maybe this guy swallowed wrong, maybe he is fake coughing because he wants her attention, maybe she smokes, we could guess all day. Maybe he has allergies and her perfume is too strong. I had a supervisor and he would sneeze if I wore a certain brand of perfume.

If that guy is with a group of other guy friends and he sees a girl, then starts to 'cough' or 'choke' I think he's hinting to his other friends... "hey, that's the girl I was talking about"

Or it could mean he is teasing her because of her looks (that's quite rude).
