Can I remove strips and fill the gaps in a modular home before repainting?

the panels are slightly textured and the gaps when the strips are removed are less than 1/2 inch. I am concerned that even if filled the finish of the filled area will be too smooth and perhaps the paint will not cover the seams the same as the panels.

    You don't have a mod, you have a manufactured, and yes, you can.

    You have to prime the entire room. The primer coat will allow the finish coat to match evenly. If you don't prime, the paint will not adhere to the vinyl clad drywall.

    You are correct. Also, the filler material will develop cracks over time and you will be continually patching and painting.

    The best solution is to remove the paneling and replace with drywall.
