    when you said "He can travel 5miles on the river bank and 3miles on the rough rocky ground." do you mean miles per hour? if not the question does not make sense. I will assume that it was mph.

    if a then: t=3/5+√(1+64)=8.66225775

    if b then: t=5/5+√(1+64)=9.06225775

    if c then: t=4.3/5+√(.3+64)=8.87872808

    if d then: t=3.7/5+√(.3+64)=8.75872808
