    There was a lot of change from world war one, and harding campaigned on a return to normalcy. There were economic changes, and many of the old solutions did not work. Women voted now. Wall street was becoming main street.

    One area of discomfort was the income tax. It was started in ww1 but they had to keep it after the war. Hoover finally got rid of the income tax for one year. He jacked the tariff rate up so high, he destroyed world trade and drove the country into depression.
