Is it okay to go over the speed limit to catch up to traffic during the driving test?

Or is it best to stay as close as possible, even if other cars keep passing you?

DO NOT SPEED ON YOUR TEST. it's an automatic failure, it doesn't matter if cars are passing you. stick to the speed limit and you'll be fine.

stay right as close as you can to the speed limit, no matter if traffic is passing you or not... if you were to ever get pulled over, the cops aren't going to not give you a speeding ticket if you tell them you were trying to catch up.
