Doesn't conservatism/libertarianism have a built-in problem?

The GOP calls for lower taxes, especially on the rich, but all that does is increase the deficit and, consequently, the national debt. Ronald Reagan, who Republicans hail as a demigod, increased the debt by 189%. Doesn't conservatism, Reaganomics, voodoo economics, supply-side theory, whatever you wanna call it, have a built-in problem? (If this is so, why is conservatism so popular?)

As a side-note, I'm not that politically opinionated. Neither liberal nor conservative. Centrist.
