When I visited Russia in 2006 I found that very few Russians could speak any English. Even younger people struggle. I would say that most older people can't speak it at all. I'm Russian myself, but my family lives in Germany; my father learned English during 10 years of school and 4 years of uni - but he can only speak a little bit (even though he's better with reading English). Foreign languages education used to be very bad in Soviet times (surprise, surprise!) - and I'm not sure whether it has majorly improved since. I do have some friends from Russia (around 25-26 years old) who do speak English well. But if you go to Russia, don't rely on people speaking English well, even at places like train stations or tourist offices!
