Electric Cutout Downpipe?

I'm new to the world of cars and I'm thinking of getting a 04-05 Dodge SRT-4. I'm researching them a lot and I have ran into many that have an electric cutout downpipe. I know that you can open and close it with the flip of a switch. So my questions are:

1. What is the purpose of having this and being able to open and close it?

2. When would you want it open and when would you want it closed?

3. What are the advantages of having it open and having it closed?

    its for open performance on the vehicle and loudness,when its open it runs better because there's no restriction on the exhaust,when closed its like a normal vehicle,the older mustangs back in the mid 60.s came factory with them installed on them ,they was manual though,the only advantage you have is yo can open it and make it louder ,performance wise it doesn't do that much for it,you can get a ticket with it if you aren't careful,good luck
