Can a non US citizen(foreigner) in the states get a loan from a US bank?

Yes, all banks have their own loan criteria. They may require a social security number (which does not indicate citizenship) or they may have other requirements, but there is no law against non-US citizens obtaining loans from US financial institutions.
By the way, the governments of many countries now require their citizens to declare their overseas accounts.
