Fafsa is just the name of the application. Some financial aid is repaid and some isn't. Grants are generally not repaid, unless there was an overpayment involved. Loans are always repaid with interest. Scholarship money is not repaid unless you fail to meet the necessary criteria.

It depends. FAFSA is NOT aid. You must choose a Loan, or Pell Grant. A Loan you pay back. A grant you do not. You must specify to FAFSA WHAT you want-grant or loan.
