AT&T Data Usage $15/Month?

On the plan, it says your are aloud to open 400 web pages a month, when they say that do they mean refreshing a webpage as well?

When they say 400 web pages, they don't actually count the number of pages you've visited. That is tentative.

It is 200 megabytes of upload + download. Install a software that keeps track of data up/down such as this one: http://www.bwmonitor.com/ and you can view the amount of data sent/received.

Yeah, you're allowed to open infinity webpages per month. It has nothing to do with the number of sites but the amount of data used in going to said sites.

No, it's only URL's, refreshes do not count.
