Has FIFA always controlled the world cup?

I though fifa was a company that made football items and equipment. Do they have full executive control over the world cup? Also, do they have a system where teams and countries can contest decisions?

    The World Cup tournament was created in 1930 by FIFA. FIFA is the International Federation of Association Football, and it governs all soccer related matters around the world. FIFA includes members from 208 countries across the globe, that’s 3 more than the International Olympic Committee (IOC) and 16 more than the United Nations! FIFA was formed in 1904 when the popularity of soccer spread from Europe onto the rest of the world. FIFA has actually been organizing soccer tournaments since 1906, but they were not truly successful until the first World Cup. FIFA does not control soccer by force, in fact the association came to be in favor of combining the world’s game. FIFA wanted to make soccer viable to all peoples in all countries, and by looking at the 2010 World Cup, I believe that they have maintained this principle. FIFA is the global soccer unifier, and the World Cup is its crowning achievement. 204 countries took part in qualifying for the 2010 World Cup, it is an event that everyone wants to be a part of. I personally love it, and have yet to miss a game. Countries are always open to contesting game results, however FIFA keeps the interest of parity among its highest principles.

    No its not a company

    Its an association with members, its like the UN of football, basically the world government...

    FIFA doesn't control the world cup

    Its the FIFA WORLD CUP

    Meaning that no one can come in and take their place, they made it...

    FIFA is the world governing body of Association Football. If a country does not belong to FIFA they cannot compete in the world cup.

    not always, the first world cups where controlled by the host

    example Uruguay controlled their world cup (not in a bad way)
