No, I don't think so. If she were, she would be pickier about her lyrics (most of her song titles are English, and there is a lot of English in her songs). She also uses a lot of foreigners in all of her videos - Ayumi has a lot of control for a singer. If she didn't like foreigners, she wouldn't use so many.
In Japan it's kind of a status thing to be able to use foreigners in videos - as a Japanese talent it makes you look "cool" to be admired by foreigners. They do they same thing in Asience commercials, and any commercials featuring a Japanese star in a "Hollywood" setting. Perhaps it's a kind of a complex that Japanese have towards foreigners - might be something interesting to research.
But besides that, the reason for the b*tchiness in her video was not foreign vs not foreign. The director's image (Takeishi Wataru) was to show that women are not united - they bad mouth each other and compete. Then at the end Ayumi is supposed to come in and, by toppling the "weak" males, to unite all the women as their leader.
That's what all the b*tchiness was for.
