It's called... are you ready for this?... a wheel.
The position where you stand or sit to manipulate the wheel is called the helm. The helm may be located inside a wheelhouse or on the bridge.

I have one called 'Steer-right' Another called 'Ride-Guide' And a third called '316 Stainless' With a cute mahogany plug in the centre.
I have never asked anyone to grab the helm, but we all know what I mean if I tell you to grab the wheel.....

In traditional nautical terms, "helm" is the word used for a vessel's steering mechanism, whether a wheel or tiller or whatever. In common useage, "helm" is used to refer to the cockpit.
